This report assesses independent schools’ participation in programs administered by the federal government (such as the National School Lunch program) and by state and local governments (such as school voucher programs).
Executive Summary
The majority (81 percent) of respondents indicated that their schools do not participate in federal programs. Of schools that do participate in federal programs, E-rate (56.7 percent) and Improving Teacher Quality State Grants (40 percent) have the highest participation rates.Sixteen percent of respondents indicated that their state or municipality operates a school voucher program. Twenty-seven percent of respondents whose schools were in states with voucher programs reported that their schools participate in the program. Respondents whose schools did not participate in voucher programs cited onerous participation conditions (56 percent) and a low voucher amount (27 percent) as reasons for not participating.
