2017 NAIS Report on School Choice Programs

Overview

School choice programs, designed to facilitate access to private schools, are becoming widespread across the U.S. To help schools better understand existing school choice programs, NAIS reviewed information on EdChoice to examine current school voucher, education savings account, and tax-credit scholarship programs. The results are organized by state, and contain information on average benefit values, percentages of students eligible, and the number of participating students and schools for each program.

Executive Summary

According to EdChoice, there are 25 voucher programs, 21 tax-credit scholarship programs, and four education savings account programs in the United States, spread across 27 states and the District of Columbia. Most school choice programs provide benefits between $1,000 and $10,000 to help make the cost of private school more affordable.
 
School choice programs are offered by the following states and the District of Columbia: Alabama, Arizona, Arkansas, Florida, Georgia, Indiana, Iowa, Kansas, Louisiana, Maine, Maryland, Mississippi, Montana, New Hampshire, Nevada, North Carolina, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, Vermont, Virginia, and Wisconsin. Several of these programs are designed specifically for students with special needs, and others are designed to help low-income families afford private schools.
